To ensure our operations adhere to global best practices, the Phoenix Alliance will bring in Deloitte, a world leader in professional services, to oversee all financial and compliance-related procedures. Deloitte’s role is to build trust with donors and government partners by:

  • Ensuring all procedures meet stringent international financial and transparency standards.
  • Conducting independent audits, risk assessments, and institutional readiness reviews.
  • Implementing robust anti-corruption tools and compliance protocols to safeguard all funds.
  • Aligning Syrian ministries with international fiduciary standards to enable faster and more direct aid disbursement.

A Transparent Funding & Governance Model

We propose a clear and accountable framework for managing reconstruction funds, modeled on proven international precedents like the “Danish Model” for Ukraine.

Funding Channels & Reporting

  1. We advocate for clear funding channels, such as a Government-to-Government-to-Business (G2G2B) model, where an EU member state acts as an implementing partner, contracting directly with pre-vetted Syrian firms for reconstruction projects.
  2. Our framework includes real-time financial tracking systems and public reporting every six months to show fund flow and project progress.

  1. We propose Joint Steering Committees with representation from donors, technical experts, and civil society to guide projects and ensure alignment with national needs.
  2. All projects will be monitored by independent third-party organizations—chosen by both Syria and the implementing partner state—to verify the proper use of funds and project progress.
