A Proven Blueprint for Reconstruction

The Danish Model

To ensure a transparent, efficient, and sovereign-led reconstruction, we propose adapting the “Danish Model”—a proven G2G2B (Government-to-Government-to-Business) framework successfully implemented to support Ukraine. This model offers a clear and politically sensitive pathway for international partners to directly fund Syrian-led projects with confidence and accountability.

EU Member State as an Implementing Partner

An EU member state, such as France, acts as a lead implementing partner, managing funds and contracting directly with pre-vetted Syrian firms and NGOs. This leverages established European development agencies like AFD and Expertise France.

Syrian-Led Project Delivery

The relevant Syrian Ministry presents a catalogue of needed projects to be carried out by pre-vetted local firms. This ensures that reconstruction is driven by national priorities and empowers the local private sector, fostering sustainable economic growth.

Independent, Transparent Oversight

To guarantee accountability, independent third-party organizations—chosen by both Syria and the EU partner—will conduct regular audits and monitoring to verify the proper use of funds and project progress.
